Aquarium water is the best

It is better than tap water but what you really want to do for the best results is to purchase chemicals with all the right trace neutrients in a concentrated form and then mix them as directed. Also, each type of plant has different needs so be sure to look it up based on what you are growing.

I wouldn't use it. Remember all your veggies are going to absorb the water into them, then what? you eat them, that's what your eating, the aquarium water. A good reason your not using sewer water.

For food maybe not if you have used any of the water conditioners... but for decorative plants it would jhave to be better than the chlorine/chlorimine treated stuff we drink!
