Governments such as the British, French etc when it is nothing to do with them
is it because they dont want to face the truth about it so they point the finger at governments?

Maybe partly that, although for sure many developing countries are being exploited by the richest countries and have been adversely affected by some elements of colonialism.

Because even today it IS sometimes the fault of the British, French and US governments. They PILLAGED the countries in their empires, crippling them, removing all natives from government, introduced massive beaurocracy and left them unable to govern themselves. Yes, the people could put a stop to it, but if your major concern is where you're going to get water from because your local warlord has poisoned the well due to the fact the central government has no power beyond the capital, you're not going to be concerned about such high ideals as democracy and free markets.

This is a quote from Douglas Adams' "Last Chance to See".

'Like most colonies, Zaire had imposed on it a stifling bureaucracy, the sole function of which was to refer decisions upwards to its colonial masters. Local officials rarely had the power to do things, only prevent them being done until bribed. So once the colonial masters are removed, the bureaucracy continues to thrash around like a headless chicken with nothing to do other than trip itself up, bump into things and, when it can get the firepower, shoot itself in the foot.'

A combination of a legacy of corrupt Government and no access to the two major economic markets in the US and the EU through protectionist trade tariffs, means that the majority of third world poverty, and consequently the problems generated by it are directly attributable to historic and continuing policies of first world Governments.

Mugabe is a despot, and a demagogue, whose attempts to retain power have definitely made the situation in Zimbabwe much worse. But the reason that he has been so successful is that his rhetoric has enough truth in it to be entirely believable to the mass.

Because Governments are paid by the people to accept responsibility. I pay Tony Blair to accept responsibility but so far he hasn't listened.
All politicians are a waste of money.
If I buy a bad product in supermarket I have the right for a refund...

Not the same with these leeches. You're stuck with them until election time (and even then they can fix it so they stay..)

Its not that they blame it on our government but rather our government goes meddling in their affairs. We would all be far happier and content as a nation if we werent continually bombarded by the media and the government with whats going on in the likes of Israel , Iran etc. Who really cares?

In some cases the government is to blame. Look at the U.S. Government, it is to blame for allot of things so maybe some is unjustified but the government is usually the one to blame.
