I'm not sure what this is you're seeing. If the fish is a type that has a headgrowth (called a wen) this sometimes grows down over the eyes and makes it harder for the fish to see: http://geocities.com/ybhari/LHChmp45.jpg - for these fish the "cap" is perfectly normal.

the reason you haven't gotten a lot of answers for this question is because it is difficult to understand. What the heck I'll give it a shot anyway!! As for this "hood" yes it is possible to have all sorts of different eves and overhangs around the eyes of goldfish as they are often bred this way. If something is completely covering the eye that may be just genetics gone wrong or it could be a problem. It's hard to say without actually seeing the animal. Many fish because of their lateral line are able to live without the use of their eyes, but you want to make sure that this is a genetics problem and not a disease problem. Just watch all of your fish. If they continue to stay healthy you probably have nothing to worry about. But, if you see a change starting to happen like loss of color(which could be ammonia poisoning, do a major water change!) or if you see that "hood" start to look sort of cotton-like(which could be a fungal infection, get some medication and treat it)

What type of godfish is it? Also what is the tank setup? Some fish grow a wen. That is a fleshy head growth thats on the top, side of head and can be down near the eyes.
Is the eye turning white? It might be cloud eye. Cloud eye can develop when the fish is under severe stress. And can also be a sign of malnutrition and poor water quality.Have you clead the tank or any of the decor recently? Cloud eye can also be cause by the hyperproduction of slime due to poisoning. You should never use soap or bleach when clean the aquarium. If your not allready you need to be testing for Ph, nitrites, and nitrates. Also you should be performing 25% weekly water changes.
