Assuming that the missing characters are:

1/3 got A's
4/11 got B's

... then the remainder:

(1 - 1/3 - 4/11) got a lower grade

Place all fractions in 33rds, the least common denominator:

1 - 1/3 - 4/11 =
33/33 - 11/33 - 12/33 =
(33 - 11 - 12)/33 =
10/33

Then 10/33 got a lower grade.

10/33 of the class hasn't been mentioned yet, even though I can't read the letter grades from your problem...

1/3 = 11/33
4/11 = 12/33
33/33 = entire class.
23/33 = amount of class with first two grades mentioned.
33 - 23 = 10 ..... therefore 10/33 remains.

(to add or subtract fractions, you have to make them all use the same denominator, and 33 is the least common multiple of 3 and 11)

Both the first two answers are alright, with the mentioned assumptions. In order to meet the last request the answer should be written as:

0.303 of the class got a grade lower than B.

Regards.

(1/3 + 4/11)
= (11 + 12) / 33
= 23 / 23
= 0.697
answer = 1 - 0.697
= 0.303
