I have my wired internet connection and my neighbor has a wireless one which I can connect to. I was wondering can I use both connections at once to combine them and make one faster connection. Im connected to both right now as I type but dont know how to configure this if possible. For references we both have the same ISP and same download and upload speeds.

Hey, if you put extra wireless cards in your machine, you could even leech off the wireless one three or four times and suck up all the poor guy's bandwidth. Serve him right, too, wouldn't it?

Except that connections don't stack like that. They're totally independent of each other. As of today's technology, at least.

depending on who your ISP ( information superhighway provider provider ) is they could be throttling back your connection or the hub from the place your connection originates from. Are you working an Anti-Virus application? if so, your AV could be examining content fabric in "genuine-time" which could additionally gradual issues down. Are you working a "Firewall"? if so, and you're in many circumstances loading pages that have video on them then your firewall could be slowing issues down besides. you have too many browser upload-on's, toolbars, etc., which will gradual the load time of pages. On IE, opt for "equipment" from the main substantial menu. opt for "take care of upload-On's" to work out what form of things are at the instant energetic.
