Remove the cap on the handle bars. Add the break fluid (DOT3 I think).

Find the reason your fluid is low before adding any.
It could be a leak - needs to be fixed first.
Or your brake pads are shot - need to be replaced first.
If you add fluid, then change your pads, it will be too full and overflow on you.
The reservoir is on the handlebar. It should be marked with the type of fluid. There is a FULL mark, usually a line, somewhere on the reservoir. Clean the cap, remove it, fill to line. Replace cap and gasket.

Hey just like shawn said on your handle bars is the master cylinder, similar to a car, CLEAN the cap with a clean rag and remove the screws and add the proper brake fluid.

if you need to add fluid then you have a leak a brake systen does not consume fluid

you read the top of the cap on your resevoir it will tell you what dot to use mine is dot 5.
