Go to the doctor. It might be that you're having your first erection, but it's better to be safe than sorry. You don't have to be embarassed to talk about having a problem with your penis. It's a part of your body like your leg or tongue.

if you are sure it is not an erection, then yeah, see a doctor.
if you have never had an erection that you know of, take a cold shower, the swelling will stop almost immediately.
