Most are poor, have dictators or no rule of law, or are involved in war or conflict.

Absolutely any country in Africa (except for Liberia) particularily in sub saharan africa due to the lack of action by it's own governemnts to react to the AIDS crisis in a timely manner, dependence on foreign financial assistance and political corruption that runs so deep nothing is getting done (literally money that should go to schools, hospitals and roads goes to massive estates for local and state officials)

I would remove Cuba, the USA and Mexico. I don't know what you mean by "modern country", but there are many worse places to live. Most of Africa, for example, is nothing but a death trap.

The USA is still the BEST country in the world to live in.
Even our Democrats who refuse to work and live on Welfare, live better than 80% of the rest of the world.
