I've lived in both countries and still can't give a definitive answer. In terms of shopping, Bucharest rules!. in terms of nightlife, Bucharest offers more variety, and on occasion more quality, but Sofia is a lot less expensive. During the day, Sofia is definitely more welcoming: more cafes, restaurants and day bars with definitely superior service. However, the offering in Romania is more sophisticated.
The main difference, to me, is that Bucharest is a city concerned with status and image, while Sofia is all about a laid-back lifestyle. For glamour (and a bit of snobbery) by all means choose Bucharest. For genuine enjoyment, I think Sofia is better.
If you want the seaside, it's hands down Bulgaria: cheaper, more cosmopolitan, more options, better prices. Mountain resorts are superior in Romania, and you'd have more sun visting cities, including famous Sighisoara, a medieval citadel, and Sibiu, currently European Cultural Capital.

Romania is the bigger country so you have more options :). Bulgaria is not bad either, but it's famous for its seaside resorts, other than that there's not much left and you might not find many English speaking people there. If your idea of fun is to see places off the beaten path then you should definitely go to Romania :)

Fun? What do you mean by "fun"? Clubs, restaurants....? Romania, of course, but you can find also places full of history and culture. Come in Bucharest and you'll have a wonderful time.
