How is disabled parking allocated at events that are designed specifically for those who are disabled; for example, the Paralympics?

I would think that at such an event there would be some provision for extra disabled parking. Generally however the whole thing seems to be arbitrary. Many places have too little disabled parking and others far more that is needed. I suspect whoever happens to be laying out the car park at the time just takes a stab at a figure

I have noticed at least two to four disabled parking spaces at restaurants reserved for the handicapped.
I'm not really sure how one determines the allocated amount for an event. It may depend on the type of event. For instance, a health faire would allocate a lot of spaces for disabled attendees.

Generally speaking there are designated car parks for disabled people at major sporting events...you apply for a permit at the time of booking a ticket....I suppose competitors would have their own parking area.....By the way there is a man who runs in the Paralympics who has no lower legs and can run faster than almost every able bodied men..so they don't all need disabled parking.....so please don't generalise.

maybe there isn't a disable parking section for that event

or maybe they put it in codes, so the heavy disabled are nearest and the light disabled at the far end
