I am having big problem....I am a student at a University in the US, but we have just gotten stationed in Germany. With my German cable connection I have complete access to every website I have tried except for my schools website. I have been dealing with the engineers at my ISP and at my school and none of them know what to tell me. When i type in www.apsu.edu it will not recognize the website, but when I type in the numbers that correspond with the website ( I forgot off hand, but its something like 192.18.0.73...I just dont know what that number is called) the website will pull up, but I cant click any links on that page. On my neighbors computer I got the same response and we have the same ISP...so Im fairly confident I can rule out any problem with my computer.... but does anyone know what end might be causing this problem.....My internet provider or my school. Or.....how I can fix this. Any help is GREATLY appreciated !!

Try this:
Open Internet Explorer
Tools>Internet Options
Click on the "Connections" tab
Click on the "LAN Settings" button.
Check "automatically detect," and uncheck anything else.
Just for overkill to make sure the changes are being used, close Internet Explorer and restart the computer.

These settings will use your ISP (cable provider) servers to resolve domain names. This means to convert "www.domain.com" to the appropriate numbers. Those numbers are called an IP. The IP that you were using "192.*.*.*" is a network address, not a web address. This means that it points to a location on your schools int-ra-net, not on the world wide int-er-net.

So, when you typed in the domain name, your browser could not convert it to the appropriate number, because it was connected to cable, not to your school. And, when you typed in the IP address, your browser had a saved page, and could not connect to your school to follow any of the links (which were not saved).

Or, at least, that is my suspicion.

The problem could be that your school blocks access to the site from non-US IP addresses in an attempt to limit attacks or drop the bandwidth they use. I'd recommend dropping a quick email to the IT department at apsu and asking them if that's the case. If it is, they should be able to make an exception for you.

Your local ISP's DSN needs to be updated. A DSN maps the IP numbers to the web site address and your primary one on your ISP does not map your school correctly. This should be an easy fix for them...

The problem resides with your ISP's DNS servers (Domain Name Server).
Contact them and explain the situation.

Also, try using another browser...and see what happens. Try Firefox. Get it here:
http://www.firefox.com

To notadummyrat, it's DNS...not DSN. The term is Domain Name Server.
