Generally, you must be at least 25 to rent a car.

All car rental companies require that the renter and any additional drivers must have a full valid drivers license and meet minimum age requirements (21-25 and up usually) and have a credit card. Your parents are required to sign on anyone else who would want to drive the rental car and have that person approved by the car rental company.

They will not let you drive. You need a license, not a permit. Plus you have to be at least 21 (some agencies require 21).

If you were driving and were caught (even with your parents in the vehicle), since you are not listed on the contract as a driver, the rental company can press charges for theft, because you are not allowed to drive.

If you were in an accident, no insurance company would even dream of covering you, and if they did, you and your parents would have the worst time in the world from there on getting insurance that's affordable.

Uh, no. You have to be at least 21 and have a valid drivers license to drive a rental car. If you were to get into an accident while you were driving, you and your parents would be screwed. Did I mention you need a valid drivers license?

I called a car rental company in England a few weeks ago with the same question and they said NO unfortunately. I guess it is fair enough because saefty first.

As far as I am aware no rental company will allow you to drive! apart from that the insurance will probably be prohibitive.

No you can't. It's a learners permit not a drivers license.
