Articles of impeachment have already been called for in regards to VP Cheney on the following grounds
1. fabricated a threat of Iraqi weapons of mass destruction,
2. purposely manipulated the intelligence process to deceive the citizens and Congress of the United States about an alleged relationship between Iraq and al Qaeda, and
3. has threatened aggression against the Republic of Iran absent any real threat to the United States, all in detriment to the national interest of the United States.
The problem is getting the rest of congress to agree.

It would be hard. We couldn't even really impeach Clinton, and there were criminal things that he did, but you can't just try to impeach the Vice President because of a war you don't like. It would not work. I don't like him, but we have to deal with him for another year.

Yes. He can be impeached; that power is in the Constitution.
As to 'high crimes and misdemeanors', that's exactly what Congress determines it is - there is no specific list. If they can get 67 Senators to agree that Cheney should be impeached because he looks like Mr. Burns, then that's it. No appeal.

Of course, I wouldn't want to be the one to tell Hillary she won't be the female President (Nancy Pelosi would be).

Well, the VP could be impeached, but, sadly, I don't think he's done anything that would qualify as treason, bribery, or other high crime or misdemeanor

Find a high crime he committed and you're all set. Problem is, he hasn't committed any (way too smart for that). Even outing Valerie Plame doesn't count because his office can declassify anything or anyone at will.
