No. It is the general idea that any little thing can have a disproportional effect on a nonlinear, or chaotic system.
If other words, if you have a very complex system, like the Earth's weather, then you can never accurately predict what will happen to it in the future, because every little change now can result in big changes later.
According to the theory, a butterfly flapping its wings in Singapore can cause a chain reaction of events that will eventually cause rain in New York city weeks later. This is why is is known as the "butterfly" effect. Since a complex system could possibly be effected by every little thing, then it is impossible for anyone to predict what will happen.
Ever see the first "Jurassic Park" move? It was explained there.

Ha ha,
No, the "Butterfly effect" is a colorful way of referring to the fact that nonlinear dynamical systems (such as atmospheric weather patterns) can yield wildly divergent outcomes, when the initial conditions are nearly identical.
The idea is that a "flap" of a butterfly's wings will cause a tiny change in the air currents, and then one week later, all of the weather patterns of the world will be completely different than if the butterfly hadn't flapped its wings.

butterfly effect is a theory that each action causes a secondary action , ie a butterfly flaps its wings in china and causes a breeze , that breeze alters wind a fraction there, changing a weather pattern which alters something else , and that alters something else all the way down to causing a tornado in kansas. its theory. what your friend is thinking of is a fictional movie called "the butterfly effect" starring ashton kutcher , which does deal with altering time.

All the previous answers are more or less correct. I can summarize it more succinctly for you: Some event quite trivial, halfway around the world, will eventually cascade into a major event by the time it gets to you.
A butterfly flapping its wings in Singapore may eventually result in a hurricane hitting your house.

Its that every thing you do ,effects someone else !!! no matter how small the act it can have life lone effects !!!! The flapping wing represents a small change in the initial condition of the system, which causes a chain of events leading to large-scale phenomena.
