The United States is generally acknowledged to have the lowest personal tax rates in the industrialized world, as well as relatively low corporate rates. I don't have any data on Hong Kong, but that's probably because it is owned by China and not a separate country per se.

Hong Kong is not a country, it's been part of China for over a decade now.

As for the lowest among major industrialized nations, the good old US of A is right up there at the top of the list of taxpayer friendly countries! (Ireland and Iceland are a bit lower sometimes, largely owing to differences in how the tax codes are implemented, but I wouldn't call them "major" nations as far as population or GNP are concerned.)
