im planning to buy all the stuff you need for aeration.

#1. Place the pump somewhere above the water level (or invest in a non return valve) so that if the power goes off and the pump goes off, you won't have any risk of flooding your floor and draining your tank.

#2. Turn on the pump. You will feel air coming out of one of the ends of the air pump that looks like a bump with a hole.

#3. Slip one end of the airline tubing (which you should have or you can buy at a pet shop/aquarium) over the bump.

#4. Rinse the wand with water, no soap. Assemble the wand by sticking the ends together (if it requires assembly. Some are one piece, others come with more than one piece) with on of the provided suction cups every once in a while and capping off the end that's furthest away from the bump that the air should go into.

#5. Locate the bump that the air should go into on the wand and plug the other end of the tubing in.

#6. Drop the wand in the tank and stick it to a wall using the suction cups attatched to it.

There's a nozzle on both the pump and bubble wand where you attach the airline tubing. Then you just need to plug in the pump.

While this makes a nice visual effect, it really doesn't do much to aerate the water - the bubbles rise to the top and burst, so there's little time for the water to be in contact with the air to dissolve the oxygen. You'll get much better aeration with a filter that makes ripples across the top of the water.
