A step bumper is a rear bumper that has a flat space in the middle (like a step). You will find these on trucks, and they are usually factory equipment. Most pickup trucks and some SUVs have the step bumper.
Usually the step bumper also has a place to attach a trailer ball, so that you can tow a lightweight trailer! You will also see the license plate is mounted in the "step" on most vehicles!
