I believe Bush Sr. initially used email, but as the technology grew and hacking developed, he was cautioned never to use it again. As the former head of the CIA, he realized the risks and stopped the practice.
Reagan was also very cautious about communication, though he loved writing long, gregarious letters in longhand.
