On private property you will need to get permission from the owners - i.e. if you want to hand out fliers at the mall, you will need to ask the managers first or they can ask you to leave, possibly call the cops for trespassing. You should be able to do it at a public park with no problems. In addition, many people put fliers on cars without asking anyone. Technically you shouldn't do that, but people get away with it all the time.
When in doubt, first ask the owners. There could also be local ordinances about it for public property.

With a mall, you have to get permission from the Mall Management. I think any store manager in the mall can direct you to the office.
As for a restaurant, check with the manger.
In a park, you will need to comply with any local ordinances, but I think the 1st Amendment will likely cut in your favor. Best to check though.
You need not be limited to soliciting door to door.

It is only legal to hand out pamphlets/flyers to others in public with permission from the property owner/manager. As far as a park is concerned I think you have to ask city officials depending on what you are handing out flyers for.

Malls are private establishments, don't try this without getting permission. Restaurants won't give permission.
Parks are usually okay. Door to door is good too, but watch out for "no soliciting" signs.

Probably illegal in a mall or restaurant because a lot of them have a "No Soliciting" sign on the door. But a park is probably ok.

Yes. it's legal My Company has a no Smoking Policy on Company Property, this Smokers are not allowed to smoke in their cars in the Parking Lot as it is forbidden. For smokers who smoke on their way to work, they must extinguish their cigarette/cigar before they enter the Campus Parking Lot Entrances. Their is a Ban on all Tobacco Products. This includes Chewing Tobacco, Snuff, and even the Water Vapor Electric Cigarettes are banned from the Office Campus. Cigarettes are not sold on my work site, however I understand your question, you're asking how can NYC Ban Smoking outdoors when they have street vendors selling Smokes on the street.

Malls and restaurants have owners, which means you're subject to their rules as far as if you can pass things out there. Parks are, for lack of a better term, fair game. They're completely public, and the people there decided of their own volition to be there. If they don't want things passed out to them, they can leave.

You can get into a lot of trouble - some properties have even gone to the point of filing civil littering charges, and suing for cleanup charges.
