Sometimes if your in a certain situation that requires you to break fast you place your foot over the brake causing it to take less time for you to apply the brake in those situations.

Generally this refers to someone who keeps his/her foot on the brake pedal while driving.. not a good thing since it often drags the brakes just a bit and also keeps the brake lights on at the rear giving no warning to the people behind you.
