For most purposes, your Tax ID will be your Social Security Number. You will need different permits, depending upon where you live. It also depends upon what type of business you will be doing. Some at-home businesses need no permits, such as doing things on the computer or some types of business where you go to the client.

It depends what you are doing. If you are going to be a sole proprieter or DBA (doing business as) you don't need a tax ID number. You and your business are one and the same for financial puposes. You use your own Social Security number and all income, losses, expenses go on your personal tax return.
You will probably need a business licence. You get one at your town hall for about $25. You will have to show your driver's licence and have the business phone number set up.

You need the tax id number and I would also name your company so there isn't confusion between your personal taxes and your business taxes. You'll only need a Doing Business As (DBA) form for a sole proprietorship.

check out the irs at http://www.irs.gov/businesses/small/article/0,,id=98350,00.html for employer identification number. some banks may require this number for a business checking account.
