I know senators and govenors have, but a mayor of a city??

Yes. Three were mayors before being elected as President.
Andrew Johnson was the mayor of Greeneville, Tennessee.
Grover Cleveland was the mayor of Buffalo, New York.
Calvin Coolidge served as the mayor of Northampton, Mass.

If you look back over the political history of the past presidents I'm sure you will find where one or two of them have served as a mayor of a city. Theodore Roosevelt was the police commissioner of New York City at one time.

not sure in the us, but the current president of iran mahmoud ahmedinajad (check spelling) used to be the mayor of tehran.
