where can i find tauros and when on pokemon diamond?

i've been trying to find him and haven't yet. can some one help me find the pokemon that looks like a bull - Tauros?

You can find a Tauros rare with the pokeradar in Diamond and Pearl. They are located on route 209 and 210 south.

you need to beat the Elite Four and get your Poke Radar.
Use the pokeradar on the grass below Solaceon town(the breeding town). He is very rare, so be patient.
