So, if Norton suspects that something in my c drive may be a trojan (in this case C:\WINDOWS\browser.exe) it will pull it, quarantine it. I then can either find the proper removal tool from Norton if I wish to remove it myself. But if I delete it from the quarantine file, I have removed it from my computer that way. Correct? Thats what I did. Deleted it from the quarantine section after it was caught and placed there. So by deleting it at that point and in that way, I deleted it from my computer, correct?

Makes no difference if you keep a virus or viruses in "Quarantine", or you delete all the virus files from the vault after they are "Quarantine". They are killed and no longer in your computer.

Yep, once it is quarantined, your computer is safe from the virus. Once you delete it from quarantine, you are completely removing it, not putting the virus back on your computer. No worries, you are safe. Norton would warn you if you attempt to put the virus right back in play, so that's another sign to look for -- if you didn't get that message, the virus is gone.
