Think of it this way. You Could do the mathmetical formula which would be :

100 -.20(100) = x
And then solve for the X.

The shortcut is Since 20% refers to a percentage of 100 % then 100%-20% would equal 80%. Then just drop the Percent sign.

The equation and the written question are not the same.
20 percent of 100 = 20,
but as written, 100 - 20% can be interpreted as:
i) 100% - 20% = 80%, or
ii) 100 - 20% = 100 - .2 = 99.8

20/100 x 100
= 20
ie the 100s cancels out

20% of 100 is 20, by definition. Percent = "per" "cent" = "for each hundred". 20% means "There are 20 for each hundred". So there are 20 for your 100.
