Not directly, only your ISP will know for certain. Not everyone has a permanently assigned IP address, many are still dynamically assigned which means that they are allocated as required by your ISP. The software that some claim can hide your IP address only has limited success and any competent agency acting for the legal authorities will be able to determine your IP address and track you down.
Only law enforcement personnel with the correct court paperwork can obtain the required information from your ISP.
You have to be doing some seriously dodgy stuff or seriously paranoid to be that concerned about your IP Address.
Bottom line is if the police want to find you they can.

No, only the state or country where your ISP, gave you your IP address. (That would be the only data if I was to use my software to trace your IP address). I would only know the state or country you live in. Nothing else.
Only police agencies can obtain a warrant for the records maintained by your ISP, and they will be able to get your name and address. And that is only if you use the computer for criminal activity.

yes and no... The Authorities with the proper warrants would eventually be able to get it from your internet provider assuming they had your IP. An average joe who can't obtain a warrant would most likely not be able to do so. The average joe could only guess a blanket area where he thinks you live with decent accuracy assuming you're not using any type of internet proxy. That blanket area will usually be about the size of a city or county, they'd be unable to guess a house number without more tools/knowledge.

I was on a couple of websites which claimed to locate my IP address. One had me in Fife, another in Leicestershire. I live in Glasgow!
If the police or MI5 really want to trace you, they can, but you'd have to be doing something REALLY dodgy, like terrorism or kiddyporn.

If you are concerned about someone getting your ip address, install hide ip platinum, this changes your ip to a different one from other parts of the world. email me morphfitness@yahoo.co.uk and i can tell you how to get a copy.

Yes, if you google ip tracking then youll get loads of results, theres one which gives you the internet provider and the exact longitude + latitude, which you can then convert into house number or street.
