I made a account. I haven't used it, bought from ebay or sold anything. My question is: is it free to have the account and look around here and there even if you never buy anything or sell anything?

yes, it's free to have the account, and wil continue to not cost anything no matter how long you have it. However, if you bid on something you are contractually obligated to pay for it if you win. Make sure you pay attention to the forms of payment the seller accepts. Most accept paypal (which is also free to set up) and paypal lets you set up credit cards or your bank account to pay for your items with.

Yes having an eBay account is free. Try buying stuff on it. Its worth it.

Totally. It only costs if you sell - listing fees, final valuation fees, paypal fees etc.
