if 0 can be a leading number then there are 10,000 combinations from 0000 to 9999.

if 0 can't be the first digit then there are 9999 combinations, from 1 - 9999

Oops at first I didn't include 1000 but I think this is right 9999-999= 9000

santmann2002 is correct if your going have 4 digit numbers
that have numbers that repeat such as 8888 7387 9529 .. etc

Kev is correct if you want all the possible 4 digit numbers
without having digits repeat.

10^4 (Permutation without replacement)

5040 (Permutation with replacement)

10P4 = 10! / (10-4)!
= 10! / 6!
= 5040
