Yes, it does. Anyone who is apathetic about politics, anyone who doesn't vote or make their elected representatives aware of their views has no basis on which to complain, since they never make any effort to change anything.

No. It means that politicians don't really care about you. So you now feel the same about them. you also don't see a way to change the status quo of lies and corruption.
