It depends entirely on the type of animal and the country involved. Some animals are banned in some countries, you can't take them in. Others will have to spend six months in quarantine at your expense. There are many diseases that can be carried by animals which is why quarantine is enforced in countries without those diseases.

For instance you cannot take a dog into Australia or New Zealand without putting it through quarantine if you come from a country with rabies. You can take a dog from Australia to New Zealand and vice versa without quarantine as both countries are rabies free.

Where are you now? Where are you going? Many countries will not admit foreign animals, even pets, unless they undergo several months in quarantine. Are you sure you want to put your pets through that?
