Bush is on his last term so he wont be doing much of anything except trying to put a good face on Iraq. Congress now being run by the Dem's is trying to play it safe so not to rock the boat too much before 2008. If they show there hand to soon it gives the Rep. ammo.

100 days of nothing. So much for campaign promises. Bush fights an unpopular war yet Congress can not organize enough to do anything about it. It is an election season, early. Senators are off and running. Meanwhile our brave soldiers suffer. Shame on them. Atleast Bush stands behind his decisions rather than flip flop and stall.

According to the Washington Post chart, Bush's approval is still going in the downward/stationary direction. Disapproval is stationary.
And as far as Congress goes; people, they've only been in 7 months. It took Bush longer than 7 months to **** it up, and it'll take a hell of a lot longer than 7 months for them to fix it.
They've tried to end the war. They honestly have. FOUR BILLS!!!! Two were vetoed, one was dropped, and the other was approved. But they've made progress on controlling the war. Bush is now on a budget; something that the previous Congress wouldn't hear of. He has to meet benchmarks. And they're receiving a Progress Report in September. Not only that, but they've raised the minimum wage, plus they're working on Immigration reform. All of this in 7 months. It's a damn lot more than the previous Congress did.
Stop bashing Congress. They can't help it that they have to work with Bush. That's kind of our fault, because we voted him in twice. And start looking at the mistakes that Bush made that we're not paying for.

Yeah it would appear that all the people who are unhappy with Bush are even unhappier with Congress for not doing something to stand up to Bush.
