The Al Pacino hotel is the work of CGI, the others we saw in the background such as the ones owned by the Andy Garcia character, Terry Benedict exist.

It doesn't exist, when you see it from the outside, they are putting it there with a green screen, it's special effect.
The inside is a stage, similar to some of the casinos in Las Vegas so that it looks like the real ones, but is not.

I've tried to identify it, too. I can spot at least 3 different Casino's during the movie and I imagine there are more... it's nearly impossible to identify any one casion... and I doubt that is accidental
