Yes, obviously you would need to do business with the Hilton corporation. Not necessarily the Hilton family itself.
You would need a lot of money to open one. Minimum franchise fee is $85,000. This would not cover construction, or outfitting the building - you are talking millions of dollars- if you don't have a high net worth, probably wouldn't be able to.

I don't believe the Hilton Hotel company is a franchise. I think they are a corporation, which means they aren't available to purchase rights to, therefore, unable to open unless you are part of the corporation, i.e. a Hilton.
