Cuz they're probably afraid of question-stalkers...
But you can block them now, anyway, so there's really no reason to make your Q&As private anymore.

different sections different reasons
Sometimes it's to block people b/c u don't want them viewing ur profile
sometimes it's so they can cheat and stuff(by opening up multiple accounts and no one could ever trace them)

I did so stalkers dont go and track my Q&A's down and report me this is my 6th account and im being really cautious
