I just moved in to this apartment and the fridge looks fairly new, but it comes on several times per hour, I would guess six to eight times per hour. I have it on number 3, a low setting. Should I ask the apartment management to replace it?

That could depend on several things like, how much stuff you have in it, the less stuff the more it will run, the temp of the room it is in, the hotter the more it will run, and of course the age of the machine and the effectiveness of the insulation. Also how often the doors are opened. If the freezer is fairly full and there is a good amount of stuff in the bottom it will run two or three times an hour. The coils and air vents need to be clean and free. This will cause it to run more and longer. Check the door gaskets to ensure they are sealing completly.

Well, it depends on what you have in there. If it's barren, then it shouldn't have to come on that often. But if you've loaded it with food, then it'll have a harder time keeping things cool. Or just make sure that the door is completely shut. Sometimes, it may look closed, but it actually isn't.

And try this: Keep some canned beer or pop in your fridge. Once the aluminum is cold, it'll give that off. I read somewhere (I think Maxim magazine) that this will save you 4% annually on your electric bill.
