I've tried repair shops, Home Depot and Toro themselves. Is there a quick fix I can do myself?

Take you model number from the id tag into your local Toro dealer. They will be able to help you. To find your dealer, http://www.toro.com

Toro does not sell parts directly to the public.

Home Depot is useless for situations like this. They only have parts to the equipment they currently sell. Problem with HD is that next summer they will be selling from a different supplier and you won't be able to parts for the tool you bought this year.

An authorized Toro repair shop doesn't have a replacement gas cap or can't order one? Find that hard to believe.
