How do I unlock a seatbelt on a Subaru Outback?

Ok, my front seatbelt is stuck on the hanger in the back seat. I can't get it off because the seatbelt has seemed to lock. And ideas?

Unscrew and remove the hanger. There is usually a piece of plastic covering the screw. Remove the plastic covering and unscrew the hanger.
