The White Sox start at 7:11 because they have a deal with the retailer of the same name:

The Jays just do it to allow a few extra minutes in their pregame broadcast before a couple of commercials. There's often speculation that they do it because they need to sing two anthems, but that's not the reason. They simply have a couple of extra minutes for their broadcast intros on Sportsnet and TSN.

The white sox have a deal with 7-11 stores to start at 7:11. I think teams start at weird times so people who arrive at the game at 7 get into there seats by 7:07. Although most people still arrive late, and enjoy interrupting people on a 3-2 pitch.

I don't know about the Blue Jays but the White Sox have a deal with the 7 Eleven company to start their home games at 7:11

Most teams have moved the game time to a few minutes past the hour because of the TV coverage. This gives the TV commentators 5 to 7 minutes to introduce the line-up, etc.

That, my friend, is one of the world's great mysteries. My own opinion is that the advertisers have to get in their pitches and while the broadcasts start on the hour, the pre-game ceremonies take up the first few minutes.

It usually has something to do with the pregame shows and the TV and radio networks putting in commercials before the game starts.
