I don't know why, but in my Windows ME machine, USB storage media will not show unless I plug one in before I start the computer. An annoyance, but ...

You might have a bad connection--make sure they arent full of dust and that they are plugged all the way in. If that doesnt work plug them into another usb port--you might have a usb outlet that is bad or worn out.

Power save schemes....

Some windows setting/bios setting for power saving turn off the usb ports when the pc goes to sleep mode or to the screen saver for a long time. for some reason they don;t wake, they still have power but do not wake..

Mine does it too disabling all power saving in the bios and let windows handle it..

Sometimes the drivers on the device are only made for a certain operating system. Go to the manufactures website and find the drivers for the operating system you have.
