Don't they call that kind of suit malpractice?
You can sue anyone in the civil courts ( have you heard about the judge suing his former dry cleaners for millions for losing his pants?) winning however may prove to be a little more difficult.

Of course. Any time the state or government does not file criminal charges and you take someone to court it is a civil suit. If you are suing because he is a bad doctor or did something wrong medically it is usually a malpractice suit.

Go see a lawyer and tell him or her what went wrong and the lawyer will take it from there.
