Go to Las Vegas. It has top notch hotels, great shows, plenty of sights to see, some of the best restaurants anywhere, great clubs and gambling to boot. December (except New Years Eve) is the low season there so hotel rooms can be had for goos prices. The best days are Sunday through Thursday nights (more for Fri and Sat nights). You can stay on the strip and enjoy just walking to all of the other hotels and sights. Stay at the corner of Flamingo Rd and the Strip. The hotels at that corner are the Flamingo, Ballys, Paris, Ceasers, and Bellagio.

It's hard to determine without knowing your interests. If you can tolerate the cold, I would say New York City is hands down one of the best places to visit in December. You have the Rockefeller Christmas Tree/Ice Skating ring, Macy's Herald Square is well decorated, etc. Plus, you have everything that the city normall has to offer: bars, nightclubs, operas, Broadway shows, restaurants, etc. There really is so much to do that you will run out of time before you feel completed.
Your caveat is that you do not want to rent a car. New York is PERFECT for this; in fact, I'd say it's am inconvenience to have a car in New York. The subway can take you practically anywhere for a decent price. If you are wary of the subway, NYC has an extensive bus network that can be used as an alternative. Finally, there are yellow cab drivers everywhere (seriously, they are everywhere!).

Thoughts on New York in December... it's a beautiful city, which requires no car to get around. But with all the hype of the Tree and skating at Rockerfeller Center, the Radio City Music Hall and such, the place is often filled with tourists making it exceptionally difficult to see and enjoy many of the major sights. Despite it being very cold.
Thoughts on Orlando in December... the weather is generally wonderful. This is the time of year though that many tourist companies from the Southern Hemisphere bring large groups of tourists up. At times Walt Disney World is as crowded in December as it is in July, but the weather is far nicer.
My Recommendation: Thoughts on Washington, DC... I will start off as saying I went to college here so my heart remains true to it. DC being between NYC and Orlando has a more mild winter than NYC, but not the 70 degree weather you'll find in Orlando. DC has an extensive metro reaching out to most corners of the city, as well as into Northern VA and Southern Maryland. Unlike NYC, and Orlando, this is a quiet period in DC and you are very likely to get a great deal on a hotel in downtown. The city hosts many events in December such as the National Christmas Tree Lighting, Ice Skating on the National Mall (or near the White House), Free Concerts, the Winter Festival near MCI Center, and a lot more. My personal favor has always been the way they decorate Mount Veron (George Washington's former home) in traditional christmas garb. And if it happens to be surprisingly cold, you can always duck into any number of the free museums or galleries, which you might find you have largely all to yourself.

Do you want warm, or does it matter? My mother and I vacationed in New York City two years ago in December. Never needed a car, and other than the airport didn't need taxis. It's COLD, but we had a big time.

Go to Maggie Valley, North Carolina. It is a very small town and pretty. You don't have to rent a car but it would help to get around, and to go to other cities around the area. Here is a hotle website to book a rental.
