Honesty/integrity - is the basis for the others
filial piety - if you don't respect your parents you won't
understand the others
honor - to keep you to word
loyalty - to keep you to your honor
benevolence - to remind you of the needs of others
propriety - can be false

love and righteousness I group separately - they are foundational in another sense and come from the Bible
--Love the Lord your God with all your mind, and strength and soul, and love your neighbor in the same way you love yourself.

In an Ideal world everyone would have all those traits listed in balanced proportions however, since we live in a world of imperfection and human flaws. We cannot rank any of them in importance because everyone has some but not all of those listed, true love is being able to appreciate and bring out the good in everyone, their internal gifts and good qualities and help them overcome the bad, expecting not perfection but personal best. ~The advisor

Because of the immense human capacity for self deception, honesty has to be above all. Otherwise, we'll just judge ourselves by whatever standard it requires in order to be righteous and honorable, etc. Consider the fact, for example, that almost everyone, including criminals planning their next crime, think of themselves as basically good.
