A little rubbing compound on a cloth will remove the red paint. And then say a short prayer that whoever backed into your car will get a screaming case of amoebic dysentery.

Start with a car wax, try that first. If the wax doesn't do it, then use a rubbing compound. They come in different degrees of grit. Go with the finest compound you can find. If that won't do it then get a coarser compound.

Try using mineral spirits and a soft rag like at old T-shirt. It will also take tar off your rocker panels.
