"Affirmative action" - making sure a larger number of racial minorities and women are represented in employment, government contracts and education (school admissions). Sometimes this has resulted in racial "quotas," which the courts now frown upon. It is a controversial topic, as many wish for a "color blind" system and others say programs are necessary to address the effects of past discrimination and/or achieve racial "diversity."

Interesting point, this does sound like a homework question.
Affirmative Action requires that a company has the same percentage of employees racialy as the general population. Such as if there is only 2% black employees in a company then the company has to prove that they have not had applications matching the 13% blacks in the countries general population. Of course the government agency which enforces this is the EEOC, and the EEOC in 1999 had 52% blacks, was proven to promote non-high school graduate Latinos to oversee in-house Lawyers, and lost a lawsuit for discriminating against one of their own white lawyers.
With people like that remedying the past discrimination we should all be happier soon, right.

Hiring quotas, a certain percentage of minorities have to be hired.
This applies to the govt' and to company's that do business with the govt'.
