Nobody knows. This issue has been discussed and debated over so many times. I don't think the government even knows. Pretoria is said to be the capital, but some believe SA have 4 capitals. There's no right and wrong answer here. It's what you think it is. I think it should be Cape Town!

South Africa divides its governmental power among three capitals. Bloemfontein is the capital of the judiciary, Cape Town is the legislative capital, and Pretoria is the administrative capital.

Internationally,Pretoria is considered the capital of South Africa.

Porgie is right, but fr the purposes of this question it could be safe to say -

Bloemfontein and/or Johannesburg - judiciary
Pretoria - Executive/Administrative
Cape Town - legislative

To explain the Bloemfontein and Johannesburg issue - Bloemfontein is the seat of the Appelate Division of our courts, but Johannesburg is the seat of our Constitutional Court. Before the establishment of the Constitutional Court, Bloemfontein was already the seat of Appelate Division.

All the gauties think Johburg is the capital, but all capies know that Cape Town is Capital!

Hillbrow sounds like a good idea because of its "International" flavour and like most places in Africa it is a no go area.
