The law says that a video screen can not be mounted in view of the driver. You can have a personal video screen for the front seat passenger, mounted in front of them.
This does not apply to navigation devices, or laptops.
A passenger in a car can use a laptop, video game, or even a personal DVD player, as long as it is not a distraction to the driver.
The driver can use the laptop, if they are using it as a navigation device. I have a GPS system that works with my laptop. I use it all the time!

As far as I know, it's just the DRIVER who can't watch a movie when the car is in motion.
