Should it be the gist of the complain or will the word "Complain" suffice??

I would put RE: ________________________and just put in what product or service my letter is regarding.

I wouldn't put anything offensive - because you want the reader to be upbeat and not defensive about your letter.

I would then state my case succinctly enough so the reader understands my side as clearly as possible. No name calling.

How about "Problem Area"

or "My Difficulty"

Complaint iwth a /T/ should be the title if you choose it, since 'complain' is a VERB, not a noun.
