To me, it means that she is stalling to:
1. See if she likes you well enough to proceed
2. Seeing someone else
3. Just making you jump through hoops because she does not like you and sees you as her personal plaything to try to publicly humiliate because of her own twisted views of men in general and her low self-esteem. In this manner, she treats you like crap to make herself feel better about herself.

She wants the man to prove to her beyond a shadow of a doubt that he truly cares for her, before making a commitment to a relationship.

a mind game to see if you really love her you will go after her no matter what.
if you keep trying ma be you could get her, or ma be she is just not interested, or she is a person that listen to what her friends think as in do not have a mind of her own.

It means she is manipulative. She wants to make you her devoted slave. Run far away.
I never saw the point in doing that. You either like someone, or you don't. And if you have to play games to get someone to like you, then they aren't worth it. Stupid fake people.

depends on the girls for some it means she likes you and she likes the thrill of the chase or for some it means they don't like you but they also don't want to hurt the guys feelings
