Yes. This is called Justice; to get what you deserve... I hope that by 'only' you don't mean that we should also reward and punish intentions?

Definitely. This is how we control the mob. Otherwise we would have six billion people heading in six billion directions. They must be constrained to proceed orderly down a chosen path toward a given goal. In America, this is the work ethic and the American Dream. Disregard of either can put you beyond the pale.
