Technically it is a public building and as far as I know it is illegal to smoke inside of a government building. However there are ways around that. if there was a designated smoking room that was grandfathered in, then yes he could smoke in the white house.

California has a no smoking law for its government buildings so Arnold had a special "Smoking tent" built (with his own money) where he can smoke outside. in fact it is very popular and he holds allot of meetings there.

So obviously there are ways to obey but bend the laws.

He would smoke in the White House whether it was allowed or not. He does what he wants, rules and laws be damned. Why would smoking be any different?

DC and federal building now have codes against smoking, but, who is going to stop the President?

Willy Nelson and Jimmy Carter smoked pot at the whitehouse but they went up on the roof to do it. I guess that doesn't count as "in" the whitehouse

i think so because they are always celebrating with cigars and such so i dont see why he wouldnt be allowed to smoke.
